NON-CIVIL SERVICE JOB ANNOUNCEMENTS
Non-civil service positions are at-will positions which are not hired from an eligible list. Non-civil service jobs are listed on the Baltimore City website however at this time you cannot apply for these positions via the eRecruit system. Anyone who meets the minimum qualifications is encouraged to apply via the instructions listed on the job announcement.
CLASSIFIED CIVIL SERVICE JOB ANNOUNCEMENTS
A majority of city hires are made for classified civil service positions (governed by Section 101 of the Charter to be classified under the Civil Service Commission), which are selected from established eligible lists. Anyone who meets the minimum qualifications is encouraged to apply via the online eRecruit system. Those candidates who submit an application for posted classified civil service announcements and meet all of the posted minimum qualifications will be placed on an eligible list. Hiring agencies review eligible lists to determine who will be invited to interview; however every individual on an eligible list may not be interviewed.
To apply for City of Baltimore classified civil service job announcements you must create an online account and submit an employment application via the City’s online eRecruit system. Online applications are stored on a secure site. Only authorized employees and hiring authorities have access to the information submitted. Note: Each user account is established for one person only and should NOT be shared with another person.

Positions announced in the “City Employees Only” section are classified civil service positions. Baltimore City Government employees in current classified positions, who have completed the required probationary period, are eligible to apply for these positions.
Applications are accepted for posted job announcements only. To apply for posted classified civil service classifications a Baltimore City Employment Application must be submitted via the online eRecruit system, no later than 11:59pm (EST) on the closing date for the position.

Individuals submitting applications via the online eRecruit system are encouraged to check their email and online account regularly as most status notifications will be posted to the online account and/or sent via email.
Submission of an application for a posted position does not guarantee an interview or hire
Applications are accepted for classified civil service posted job announcements only. The posted job announcement should be read in its entirety. A wealth of information applicable to the position announced is contained in the posted job announcement including:
- Summary of the position
- Salary range
- Closing date (Materials must be submitted by 11:59pm (EST) on this date)
- Minimum Qualifications
- Selection process
- Scope of the test (if applicable)
- Notes regarding other details about the job announced
Each job announcement contains the minimum qualifications required. The required minimum qualifications must be clearly indicated on the submitted application. No assumptions are made during the application evaluation.
JOB POSTING NOTIFICATION
Applications are only accepted for posted positions online. If a position of interest is not posted, you may submit a request for posting notification by clicking on the ‘Job Notification’ link on the Employment Opportunities page. If a position of interest is announced within one (1) year of the date of the notification request, you will receive an e-mail advising you of the job announcement.
Each application for classified civil service job announcements is evaluated on its contents as it relates to the minimum qualifications as posted. Applications must clearly show the minimum qualifications listed on the announcement to be found eligible.
Incomplete applications may not show the minimum requirements for the classification, which will result in disapproval of the application. Many factors are used to determine whether the required minimum qualifications are indicated on an application.
- Supplemental Questions
Each job announcement contains a tab marked "Supplemental Questions." If questions appear in this section, answers to the questions must be included with application. Supplemental questions may include specific job related questions needed to determine eligibility however not all job announcements include supplemental questions.
- Hours Total hours worked per week is necessary to determine the amount of credit given for experience indicated on the application. Without the number of hours worked per week a quantitative evaluation cannot be made.
- Dates of Employment
Employment dates (MM/YY) is required for each employment history entry.
- Job Duties
Employment application must show specific job duties to determine if the minimum qualification posted for the classification has been met. It is to the applicant’s advantage to provide specific details regarding the duties performed as nothing is assumed during the evaluation.
Applicable education obtained from an accredited college, university or institution should be indicated on the application.
Education completed at accredited post-secondary institutions located outside of the U.S. MUST be evaluated by an agency recognized by the City of Baltimore to perform foreign credential evaluations. Baltimore City recognizes foreign credential evaluation agencies that are current members of the National Association of Credential Evaluation Services (NACES). A list of agencies and their contact information is available by visiting the NACES website at www.naces.org.
When applying for positions requiring post-secondary education a copy of the U.S. equivalency evaluation must be submitted with the application. The evaluation must include a U.S. equivalency summary statement that includes the type of degree(s) earned and the degree/program major and a course-by-course listing of all courses completed including the number of credit hours and grade(s) earned for each course completed.
Applicants should consider the time needed to obtain the education evaluation, as this information must be submitted no later than the job announcement closing date.
Applicable licensure and certification should be included in the application. If noted on the posted announcement, a copy of the license should be submitted with the application.
At the completion of the application evaluation process the status of the application is updated in the eRecruit system. In addition, an email notification is sent to the email address on file. If an application has been disapproved, an applicant may submit written notice to the Department of Human Resources to show cause as to why the application should not have been rejected. Written notification must be received by the Department of Human Resources Recruitment Division at 7 E. Redwood Street, Baltimore, MD 21202 or [email protected] no later than seven (7) days after the disapproval notification date.
Applications must meet the minimum qualifications for the posted positions to be placed on an eligible list. Eligible list are effective for one-year. Following the expiration of the one-year life of the list, an applicant must reapply when the position of interest is posted and meet all of the minimum qualifications to be placed on the list. Hiring agencies utilize eligible lists to determine who will be invited to interview; however every individual on a list may not be interviewed or hired.
Honorably discharged U.S. Armed Forces veterans (with 90 consecutive days active duty not including Reservists or National Guardsmen) having been Maryland State residents for at least 1 year prior to application who pass all parts of the examination may be entitled to veterans’ preference for certain types of postings. Veterans must have been discharged within the previous 10 years and must submit a DD214 at the time of application. Check the posted announcement to determine if the classification is eligible for this preference.
Baltimore City residents submitting applications on or before the closing date who pass all parts of the examination may be entitled to residents’ preference for certain types of postings. At the time of application, a legible photocopy of a valid MD Driver’s License or MD Identification Card issued by the MVA, with a street address within the Baltimore City limits as listed on the application, must be submitted. Check the posted job announcement to determine if the classification is eligible for this preference.
Persons with a developmental disability, severe physical disability or psychiatric disability submitting applications on or before the closing date who pass all parts of the examination are entitled to a disability preference. Certification from the Maryland Department of Education, Division of Rehabilitation or an equivalent out-of-state vocational rehabilitation agency that the individual meets the Federal Office of Personnel Management 5 C.F.R. 213.3102(u) standards for noncompetitive appointment must be submitted at the time of application.
