How do I apply?

HOW DO I APPLY? (Paper applications are no longer accepted.)
How you apply for a position with the City of Baltimore will depend on whether you are an external candidate or a current City employee. 

Applications are only accepted for posted position announcements and must be submitted by 11:59 p.m. ET on the closing date. Please regularly check your Workday candidate Dashboard for your application status. The submission of an application for any posted position does not guarantee an interview or an offer of employment.

WHAT HAPPENS AFTER I HAVE APPLIED TO A POSTED POSITION ANNOUNCEMENT?
Once your application is evaluated, and if you meet all of the required minimum qualifications of the posted position announcement, your name will be placed on the eligibility list and referred to the requesting agency. Eligibility lists are valid for six months, and, following the expiration of the eligibility list, an applicant must reapply for that desired position. If you are selected for an interview, the hiring agency will contact you directly.

If your application has been denied, you have the right to submit written notice within seven (7) calendar days from the date of notification to show cause as to why the application should be reconsidered. Requests for reconsideration should be sent by email to Recruitment or by mail to:

DID YOU ATTEND AN ACCREDITED POST-SECONDARY INSTITUTE OUTSIDE OF THE UNITED STATES?
The City of Baltimore recognizes foreign credential evaluation agencies that are current members of the National Association of Credential Evaluation Services (NACES). City agencies will perform foreign credential verifications at the time of application. At the time of application, you must submit a copy of your NACES equivalency evaluation with a summary statement and an official transcript that includes the degree(s) earned, major, the number of credit hours, and grade(s) obtained.

DO YOU HAVE LICENSURE OR CERTIFICATION?
After reviewing the minimum qualifications for posted position announcements, if required, all applicable licensure and certification(s) should be submitted at the time of application.

WHAT IS THE DIFFERENCE BETWEEN A CIVIL SERVICE AND A NON-CIVIL SERVICE POSITION?
All employees of the City of Baltimore are civil servants unless they are excluded by the Charter of Baltimore City or State law. In the judgment of the Civil Service Commission, persons who are deemed to exercise policy-making discretion or occupy a position of special trust and confidence are excluded from membership in the Civil Service.

Civil Service positions are governed by the Civil Service Commission and the Civil Service Rules. These rules include guidelines relating to hiring, promotions, demotions, grievances, terminations, and other personnel actions. These positions are listed on the City of Baltimore’s website, and anyone who meets the minimum qualifications is encouraged to apply via the instructions listed on the job announcement. Here is an example of a typical Civil Service recruitment process life cycle.

Non-Civil Service positions are not bound by the Civil Service Commission or the Civil Service Rules. Non-Civil Service positions are considered “at-will,” which are not hired from an eligible list. An “at-will” employee, without the protections of the Civil Service Commission, may be discharged from their employment by the Appointing Authority, at any time with a cause or without cause. These positions are listed on the City of Baltimore’s website, and anyone who meets the minimum qualifications is encouraged to apply via the instructions listed on the job announcement.
